Given the vital role these survivors play in the progress of your city, it's essential to gather as many as possible. How to get more survivors in Whiteout Survival? Rest assured; the solution is straightforward!
Once you've accumulated sufficient resources, start by upgrading the houses/shelters. You can find these structures on the right side of your city, labeled as "Shelter 1/2/3" and so on. Here is how to upgrade these shelters:
Click on the shelter to upgrade it. A pop-up will appear containing information about that shelter.
Press the "Upgrade" button that will individually upgrade each item in the shelter.
Keep upgrading the items till the green progress bar reaches its maximum percentage.
Once the bar is full, it'll show the option of "Upgrade." Click on it to fully upgrade the shelter to the next level.
The upgrading process will start. You can ask for allies' help if you're in an alliance. You can also speed up the construction process by using "General Speedup."
Once the construction is complete, your shelter will be successfully upgraded. After continuously upgrading the shelters a few more times, you'll obtain a notification indicating the arrival of new survivors. Click on it to welcome them and allow them to join your city!

Survivors can get sick and eventually die in case you don't provide proper safety. Worry not; more survivors will appear as you upgrade the shelters further. Each shelter has a maximum level capacity of Level 10, and it accommodates up to four survivors. If your survivors get sick, feed them high-quality food and upgrade their shelters to keep them warm. You can learn more about this with our Whiteout Survival Tips and Tricks.
In addition, you can force these survivors to work longer hours and yield even more resources by issuing orders through the "Chief's House." This makes them extremely valuable in your city's advancement.
All in all, players need to expand their shelter space capacity in order to accommodate more survivors. Simply upgrade these buildings till new survivors automatically show up on your doorstep. Without this crucial step, you can't produce resources quickly and progress in Whiteout Survival.
